You have to make at least 25 posts first. Once you do that the options Rate as good and Rate as bad will show up under the persons current Karma total.

If you go to the general section under "new member ranks" you will see the different stages, It's nothing personal. As far a s the star, near as I can tell it has something to do with your status on the forum. Almost everyone has a single star but the moderators have multiple stars.
